Institutul Oncologic "Prof. Dr. Ion Chiricuță" Cluj-Napoca (IOCN)


The Oncology Institute in Cluj-Napoca was founded in 1929 by Prof. Dr. Iuliu Moldovan under the name "Institute for Cancer Prevention and Treatment" and is one of the first specialist medical centres of its kind in Europe.

Over the years, the Institute went through several stages of development under the leadership of visionary figures, centring its activity around three essential elements: treating oncological patients, cancer research, and training oncology specialists. Today, the Institute bears the name of the figure most associated with its modernisation, Prof. Dr. Ion Chiricuță.

The Institute continues to redefine the national standard in terms of quality of medical practice, multidisciplinary treatment of oncological patients, research activities, and the training of future generations of physicians.

As a provider of preventive, curative and palliative medical services in oncology — also carrying out an extensive educational and research programme — IOCN is the only institute in Romania to have received the title of European Cancer Centre from the Organisation of European Cancer Institutes (OECI).

Objectives


Our mission is to contribute to reducing the impact of cancer disease in Romania through programmes integrating patient care, prevention and research, and the continuous education of all professionals involved, as well as the public.

Our vision is to develop a Cancer Competence Centre that will support the further development of IOCN as a Comprehensive Cancer Centre, oriented towards excellence and innovation, aimed at improving the management of oncological patients.

In pursuing its stated mission, IOCN has the following general objectives:

  • Developing the capacity of the cancer Registry for monitoring, evaluation, analysis and dissemination of results
  • Developing and implementing the electronic oncological patient file
  • Developing a cancer registration guide and a cancer data quality assurance plan
  • Developing and disseminating a guide on optimal patient waiting times at IOCN, based on patient pathway implementation
  • Defining and validating digitised clinical protocols based on ESMO and NCCN guidelines (breast, ovary and lung)
  • Streamlining the NGS service as support for the molecular tumour board in oncological patient management
  • Developing and integrating the molecular tumour board service in oncological patient management
  • Transfer of competencies for NGS analysis within the national genetic testing programme carried out at IOCN
  • Developing the "Prevention Board" concept at hospital level
  • Developing a personalised prevention roadmap at regional and national level, together with citizens (consultations) and other relevant stakeholders, as part of CNCC's strategic research and innovation agenda
